Glossary

Object

An Object is an abstract model of something in the system that has behaviors and states and is distinct from any other object. An object is characterized by whatever attributes distinguish it from other objects and by encapsulation, abstraction, and behavior. For instance, an Enterprise Object is an abstract model of an organization. Some attributes of this object include resources, policies etc. Objects defined in their primary Viewpoint often have corresponding objects in other Viewpoints.

Objectives

In long range transportation plans, specific, measurable statements related to the attainment of goals.

On-Board Equipment (OBE)

Computer modules, display and a DSRC radio, that is installed and embedded into vehicles which provide an interface to vehicular sensors, as well as a wireless communication interface to the roadside and back office environment.

On-Board Unit

A vehicle mounted device used to transmit and receive a variety of message traffic to and from other connected devices (other OBUs and RSUs). Among the message types and applications supported by this device are vehicle safety messages used to exchange information on each vehicle's dynamic movements for coordination and safety.

On-Time Arrival

A travel time reliability performance measure defined by a designated travel time (e.g., a travel time based on the posted speed limit); conceptually represents a trip that arrives within a defined travel time.

Open Data

Data that is freely available to use and republish without restrictions.

Open Standard

A standard developed or adopted by voluntary consensus standards bodies, both domestic and international. These standards include provisions requiring that owners of relevant intellectual property have agreed to make that intellectual property available on a non-discriminatory, royalty-free or reasonable royalty basis to all interested parties.

Open Systems Interconnection (OSI) Model

An industry standard communications protocol model defined in ISO/IEC 7498.

Operational Concept

1) A component of a regional architecture that identifies the roles and responsibilities of participating agencies and stakeholders. It defines the institutional and technical vision for the region and describes how ITS will work at a very high-level, frequently using operational scenarios as a basis.

2) Verbal and graphical statement of an organization's assumptions or intent in regard to an operation or series of operations of a system or a related set of systems.

Operational Design Domain

Operating conditions under which a given driving automation system or feature thereof is specifically designed to function, including, but not limited to, environmental, geographical, and time-of-day restrictions, and/or the requisite presence or absence of certain traffic or roadway characteristics.

Operators

The day-to-day users of ITS systems that monitor the health of the system components, adjust parameters to improve performance, and collect and report performance statistics.

Organization

A company, corporation, firm, enterprise, authority or institution, or part or combination thereof, whether incorporated or not, public or private, that has its own functions and administration.

Ownership

Having administrative and fiscal responsibility for the owned element and the right to exclusively control and use it for one's own purposes. It is the state or fact of having exclusive possession or control of some object, facility, intellectual property or some other kind of property.
